Animal Cruelty
Abuse and neglect remain rampant across Berkeley County. Thousands of animals suffer in silence — and too few cases are ever reported or prosecuted.

West Virginia law prohibits animal cruelty, neglect, and abandonment. Under WV Code §61-8-19, animal cruelty is a misdemeanor on first offense and a felony for repeat offenders or aggravated cases. Knowing the law is the first step to enforcing it.
